As a Mercator Fellow, Anne Blickhan will investigate “Cyber-International Law – How future-proof is international criminal law against hybrid warfare?” Her goal is to strengthen international law against emerging cyberthreats in the context of (armed) conflicts. Previously, Anne worked as a senior consultant at Agora Strategy, leading projects on cybersecurity and hybrid threats for international clients. She has also interned with the European Commission’s Secretary General, in diplomacy, academic research and industry. Anne holds a dual master’s degree in international relations from Sciences Po Paris and Freie Universität, as well as a French Law degree. In parallel to her current activities, she pursues an LLM in Cybercrime, Cybersecurity and International of UN UPEACE.
